Arts for Awards Program Shines Again

The Northwest Arctic Borough's Arts for Awards Program created the awards for the Kotzebue Dog Mushers Association's annual banquet. Events included the Kobuk 440 won by Jeff King. Vika Owens scrimshawed a full range of ivory from full tusks to medallions for the assortment of awards. More photos are posted at the bottom of the newsletter. |

Borough Project Report

Borough employees recently completed, or are in the final process of completing, Denali Commission grant proposals for projects in Ambler and Buckland. The Selawik Comprehensive Plan is also in the final stages of review. And we may have found a great location for our Borough Art Center. A request for $100,000 for renovation of the village washeteria in Buckland was completed and submitted in early April. The washeteria, which was built in 1986, serves virtually the entire population of the village and operates seven days per week, over 12 hours per day. A proposal for a multipurpose facility in Ambler, which would serve as headquarters for public safety, has been in the works for past two weeks. Cheryl Winkler, a temporary grant writer for the Borough, has been working relentlessly to complete the proposal for the $1,000,000+ facility. The Selawik Comprehensive Plan is under close review and should be finalized soon. The Borough has worked with representatives of Maniilaq and the Selawik IRA and city administrators on the project. NANA Regional Corporation has given initial approval to a plan to join the Borough, Maniilaq Association and Chukchi College in the construction and operation of an art center. A HUD Rural Development grant of $397,000 that was approved last September would be used to renovate a NANA-owned building on Third Street near the airport - the old site of the NAPA store. Under the partnership, the Maniilaq Alcohol Rehabilitation Program would provide operating funds for the facility, which would be used as a regular workplace by area artists and residents in treatment with the M.A.S.S. program. |

Spotlight on Small Business and
Art Our Annual Arctic Small Business Gathering is scheduled for May 15 and 16 in Kotzebue. It provides an opportunity for people to get small business training and learn about business possibilities in the villages and grant and loan programs. As in the past, the Gathering also will have a special focus on arts and crafts. Although our small business grant program is limited to vendor payments of up to $1,500.00 only, we have been able to help dozens of area residents begin or improve small businesses over the last two years. Business assistance has ranged from equipment for people engaged in arts and crafts, retail sales, and trades such as welding and engine repair to training and workshop expenses. Our small business loan program is based on assignments of Permanent Fund Dividend proceeds. Loans are used for the purchase of inventory for resale, raw materials for sewing or other commercial art, and tools and equipment that cost in excess of our grant limit or that do not qualify for the grant program. During the past two years we made about 140 such loans to our residents for amounts up to $1,500.00. This year the maximum loan is just $500.00. That is due to the fact that the Permanent Fund Dividend will be much smaller than it has been due to the low return on investments by the Fund in recent years. The two-day business gathering will feature small business training sessions each morning from 8:30 until noon. That training will take place in the Borough Assembly Chambers. It will cover a range of topics including business planning, business management, record keeping and tax planning and preparation. All interested people are welcome to attend. Village residents who have a small business or are planning to start a business may apply for a small business grant to cover the cost of airfare to Kotzebue. The main Business Gathering will take place at the National Guard Armory from 1:00 p.m. until 5:00 p.m. The agenda will feature presentations and panel discussions on topics ranging from successful small business startups in our region to programs like Job Start, which is a new program designed to help unemployed parents, who now receive temporary assistance payments, to get employment. We will also have a presentation from the school district on arts in the schools, the Youth Opportunity Program, internet art marketing, and much, much more. The Gathering will also feature our Annual Art Competition and a total of $1,400 in prize money for distribution to first, second and third place finishers in each of four categories. This year's categories are atikluk sewing, caribou antler carving, jewelry, and sculpture. Jewelry and sculptures must be made from local material or a combination of materials (ivory, jade, baleen, bone, etc.). Originality is encouraged! Dare to create something truly unique. All of the region's craftspeople are welcome to display and sell their products from 4:00 to 6:00 p.m. on Friday, May 16. The sale will be well publicized in Kotzebue and there will be some visitors from outside the region. |

Boys and Girls Clubs Making
A Difference Guy Klabunde, a state representative of the Boys and Girls Clubs of Alaska, was in the area last week to review our programs in this region. We now have Boys and Girls Clubs in Kotzebue and Kivalina, another due to open in Selawik in June, and hopes for still another in Ambler. His report to our Borough staff was very gratifying. The beautiful Kotzebue Club opened over three years ago in space provided by the City of Kotzebue. Under the management of Zonna Lie-Ito, who was hired as director about one year ago, programs and participation have grown to the extent that it is now considered one of the top five Clubs in all of Alaska! The Kivalina Boys and Girls Club opened just recently and already has a membership of 71 local youth. An average of 59 young people a day utilize the facility for after school and evening recreation and learning activity. Originally the Kivalina Club was managed by Della Booth, who has since resigned her position. Judy Sage has been hired as the new manager and was in Kotzebue last week to receive training from Zonna. The Borough is proud to be a member of a coalition of organizations that provide financial support to the Boys and Girls Club. Our Assembly is committed to creating a positive environment for our youth as a means of supporting their overall education, introducing new hobbies and skills into their lives, reinforcing cultural values, and providing healthy alternatives for use of their free time. In Kotzebue, the City is the primary financial force behind the local Club. It provides not just the space, but non-personnel operating costs such as the heat, electricity and water and sewer service. Maniilaq Association has been a leader in the development of the Club since its inception as well, providing substantial funding and other forms of support. The Kotzebue Electric Association, Tupiq Inc., NIHA, NANA Regional Corporation, and KIC have also made financial contributions to the annual operating budget. Staff of all the major contributing organizations have taken time to serve on the Boys and Girls Club Board of Directors as well. The Board has been very capably headed by Brad Reeve of KEA during the Club's period of growth and improvement. State Boys and Girls Club personnel, such as Mr. Klabunde, are to be commended for the extra effort they have made to assist Clubs in the most remote parts of Alaska. They have traveled here regularly, providing training and even staffing for our club in times of special need. And a special note of appreciation to Zonna Lie-Ito. While many of us have good intentions and try to support programs like this from afar, it is the people who actually implement the programs that make them successful. She has created an environment that makes our youth feel welcome and programs that keep them happily busy. She has also found ways to let we sponsors know that our support is important and valued. We are lucky to have her in such a vital capacity. As a "hub" Club for our region, the Kotzebue facility also serves many visitors from throughout the region, particularly when they travel here for school competitions. The management is also involved in assisting surrounding villages with the planning and organization of new Clubs. The Boys and Girls Clubs of our region will always need additional sources of funding, especially as they grow in number. Contributions by individuals, businesses, or other organizations would be greatly appreciated and can be directed to Zonna Lie-Ito at the Kotzebue Club. I hope to see Boys and Girls Clubs in most of our villages in the not too distant future. Our youth, our families, and our region will benefit in every way. |

All-State Borough Basketball Players

Kotzebue High School's Evelyn Conwell and Darren Zibell of Noorvik were named First Team All State in their respective 3A and 2A/1A classifications by the Anchorage Daily News/State Media Poll. Janet Geary (Third Team) and Betsy Thomas (Honorable Mention) led Buckland to a second place finish at State and Jon Morris (Honorable Mention) of Noorvik rounds out the Northwest Arctic Borough athletes honored. Zibell led Noorvik to the 1A State Championship. The title was especially sweet for the Zibell family, because it came in the final season of Mike Zibell's (Darren's uncle) coaching tenure for the Bears. A guard/forward, Conwell was instramental in Kotzebue's 19-2 regular season and second place finish at the Region Tournament. Conwell was the leading scorer at the State Tournament, on her way to earning All Tournament honors. "Evelyn is a gifted basketball player," said Head Coach Jake Stoops. "At 5'8", she is a tough match-up for defenses. She can take bigger defenders off the dribble, or spot up and hit the three. If the other team went small on her, she could score almost at will in the post." The senior is finishing out her school year at this weekend's State Native Youth Olympics, where she is representing the Northwest Arctic Borough School District in the One-Arm Reach and Alaskan and One-Foot High Kick events. |
